Layout

Give the user a clear picture of confirmed actual spend by category before that data is linked into the project P&L.

States

- **Default**: full summary, no pending-review items. - **Pending review exists**: warning shown; continue still available but project confidence is lower.

Acceptance criteria

  • The summary shows total confirmed actual spend and a breakdown by budget category.
  • Each category shows the amount spent and its share of total spend, grouped separately by source (accounts vs. documents).
  • Continuing from this screen links confirmed spend to the project P&L.
  • If pending-review transactions exist, a warning is shown; the user can continue, but project confidence is lower until they are resolved.
  • Actual spend and budget estimate are always shown as separate figures — one never overwrites the other.
