States
- **Default**: carousel opens on slide 1, both buttons visible and tappable regardless of slide.
- **Slide navigation**: user can swipe or tap dots to move between the 3 slides; buttons and their destinations do not change per slide.
- **Offline**: screen renders normally (fully static, no network call needed to display it); actions that require network (proceeding past this screen) surface retry affordances downstream, not here.
Acceptance criteria
- Logo/carousel, tagline content, and both buttons render fully on first app open, no vertical scrolling required on a small phone screen.
- "Create a new account" is visually primary (size/highlight) relative to "Sign in".
- Tapping "Create a new account" navigates to SCR-ONBOARD-04.
- Tapping "Sign in" navigates to SCR-ONBOARD-02.
- No input field, tracker, or personal-data capture exists on this screen — the carousel is preview content only.
- The 3 carousel slides are swipeable and/or dot-navigable; "Create a new account" and "Sign in" remain reachable and route identically from every slide.
