Layout
Show an investor with multiple projects everything needing attention across their whole portfolio in one place, while staying connected to the same per-project action data.
States
- **Portfolio scope**: actions from all projects, grouped by project.
- **Single-project scope**: toggled to one project's actions only (same as SCR-NOTIFY-01).
- **Empty**: no outstanding actions across any project — explanatory empty state.
Acceptance criteria
- I can see actions across all of my projects, not just one.
- I can switch between portfolio-wide view and single-project view.
- High-impact actions from this view also appear on the portfolio dashboard.
- The same actions appear on individual project dashboards — this is not a separate copy of the data.
- From this view, I can navigate directly into the specific project or action to resolve it.
