Cross-project insight list for investors with more than one project — where in the portfolio needs attention, ranked the same way as a single project's feed.
States
- **Default**: insights from all member projects, ranked by severity.
- **Single-project account**: renders normally with just that project's insights — no cross-project comparison implied.
- **Empty**: no active insights across any project — clear "nothing needs attention" state.
Acceptance criteria
- Insights from every project the user is a member of are listed here, not just the currently open project.
- Insights are ranked by severity and business impact across projects, most urgent first regardless of project.
- Each row shows which project the insight belongs to and links to that project's insight detail.
- The view includes a cross-project comparison (e.g. relative budget/schedule standing).
- Resolution actions (Done, Dismissed, Review Later) are available directly from this view, matching project-level behavior.
- This screen is reachable from the Portfolio area independent of any single project.
