Turn the checklist and its evidence into a shareable report the investor can hand to a lender or stakeholder, generated from project data rather than rebuilt by hand.
States
- **Pre-generation**: checklist data shown with a "Create draw summary" call to action.
- **Generated**: the report is displayed and confirmed as stored in the project record.
- **Incomplete evidence at generation time**: report still generates, but clearly flags which items are missing evidence rather than hiding the gap.
Acceptance criteria
- "Create draw summary" generates a report from project data — I am not asked to re-enter spend or evidence.
- The report groups eligible spend by category with totals, and shows each item's evidence-completeness status.
- The generated report is stored in the project's record and can be found again later, not just shown once and discarded.
- If evidence is still incomplete when generated, the report clearly flags what's missing.
- Previously generated draw summaries for this project are viewable from this screen.
