Standing, general-purpose browse view of every document ever uploaded to a project, regardless of how or when it got there.
States
- **Default**: populated list.
- **Empty**: no documents yet — directs the user to SCR-DOCS-01.
- **Filtered-empty**: no results for the current filter, visually distinct from the true-empty state.
Acceptance criteria
- Every document uploaded to the project appears here, regardless of which screen or step it was originally uploaded from.
- Each entry shows document type, supplier, amount, date, and category.
- The library can be filtered or grouped by category, document type, or evidence status.
- Opening a document shows its full detail, including any matched transaction.
- The library is reachable from the project at any time.
