General-purpose entry point for getting any document into a project at any time — upload a file or capture a photo.
States
- **Default**: empty picker, both capture paths available.
- **Uploading/capturing**: progress indicator.
- **Capture preview**: camera path shows the photo before submitting.
- **Error**: failed upload/capture shows a retry option; nothing already entered elsewhere in the session is lost.
Acceptance criteria
- Both "upload a file" and "capture with camera" are available from within a project.
- Receipts, invoices, estimates, closing statements, and loan documents are all accepted document types.
- A successful upload/capture shows confirmation and queues the document for extraction, advancing to SCR-DOCS-02.
- This screen is reachable at any time from within a project, not only during a specific setup, budget, or financing step.
- A failed upload/capture shows an error with retry; nothing already entered is lost.
