Let the investor upload an existing budget spreadsheet, quote, or PDF so Dovel can build a budget estimate from it instead of manual re-entry.
States
- **Default**: no file selected, file-picker prompt shown.
- **File selected**: file name shown, remove/replace available.
- **Unsupported/too large/corrupted**: clear error, user can replace the file.
- **File removed before upload**: screen returns to the file-selection (default) state.
- **Uploading**: progress indicator.
Acceptance criteria
- I can upload a budget document (CSV, spreadsheet, PDF, or approved image type).
- The file name is shown before upload so I can verify it is correct.
- If the file is unsupported, too large, or corrupted, I see a clear error and can replace it.
- Removing the file before upload returns the screen to the file-selection state.
- The uploaded document is linked to the construction budget section of this project.
