GET /projects/{project_id}/transactions/issues

- User can see a list of all transaction issues for the project via GET /projects/{project_id}/transactions/issues, grouped by issue type (unassigned, duplicates) with counts.
- User can tap an issue type to navigate to its dedicated resolution screen (e.g., not-assigned inbox, duplicate review).
- When all issues are resolved, the user sees a clean 'no issues' state confirming the transaction feed is healthy.
- If the GET fails, the user sees an error state with a retry action.
