- User can browse the full category catalog loaded from GET /budget/catalog, grouped or searchable for quick selection.
- On selecting a category and confirming, the app calls POST /projects/{project_id}/transactions/{transaction_id}/categorize and returns to the originating transaction screen with the new category applied.
- System prevents submission until a category is selected, and shows the previously assigned category as the current selection.
- If the catalog request fails, the screen shows an error with retry and does not allow categorization until the catalog loads.
