• The user can select a payee from their contacts list loaded via GET /contractors/contacts.
• When a contact is selected, the app calls GET /contractors/contacts/{contact_id}/bank-accounts and lets the user choose a destination bank account; if none exist, the system prompts the user to add one.
• The screen displays the available wallet balance from GET /wallet/balance and validates that the entered amount is greater than zero and does not exceed the available balance before allowing continue.
• The user can edit amount, payee, and funding account, and the Continue action remains disabled until all required fields are valid.
