  • User can browse/search the scope item catalog loaded via GET /budget/catalog, with results filtered by category or keyword.
  • When the user selects a catalog item, the app calls GET /costs/estimate and displays a typical-cost estimate for that item to inform budgeting.
  • User can select one or more catalog items and proceed to add them to the project budget.
  • If the catalog request fails, the app shows an empty/error state with a retry option rather than a blank screen.
