GET /budget/catalog

  • User can browse the budget catalog via GET /budget/catalog, grouped by scope and category, to select the correct expense category.
  • User can search or filter the catalog to quickly locate a category, and selecting one returns the user to the originating flow with the category pre-filled.
  • If the catalog is empty or the GET fails, the user sees an empty state with a retry option.
