- User can view the budget grouped by scope sections, with section data from GET /projects/{project_id}/budget.
- User can expand a section to view its line-item expenses loaded via GET /projects/{project_id}/budget/sections/{section_config_id}/expenses.
- Each section shows allocated vs. actual/committed amounts so the user can spot over-budget sections at a glance.
- User can navigate from a section or line item to edit-scope-category/data-field or update-budget screens.
